Vice Mayor Sara Duterte Refuses To Investigate Council Mulcting

Vice Mayor Sara Duterte yesterday revealed her annoyance over mulcting councilors but refused to investigate the incident saying it is not her job to investigate graft and corruption activities committed by city councilors.

"Dili nako na sya trabaho na imbestigahan sila kay kami-kami man lang pud sa council and mag investigate ana kung sa ethics committe ," she said. Duterte however espressed willingness to support any official investigation on the incident when conducted by the proper government body.

Duterte also refused to name names saying this will only give the concerned councilors a chance to make it appear that she is the liar here. "Dili man gihapon na sila muamin kung maghatag ko ug pangalan so ayaw na lang," she added. Duterte however said she is willing to divulge everything she knows about the alleged mulcting incident involving Interbev if asked by the proper investigating body.

Nograles Park In Mini-Forest Is Illegal-Duterte

Davao City Mayor Rodrigo Duterte reiterated the city government's contention that the Nograles Park along Mini-Forest Boulevard which was recently demolished by the City Engineer's Office is illegal.

The P7 million Park, which was completed in 2006, was built by the government using government money and was demolished by the government. Duterte said the demolition of the Park did not affect any private rights as it was owned by the government so the City Engineer's Office did not violate any right when it demolished the structure. He also questioned why government funds were used to finance a park named after a private person.

Duterte said the Nograles Park, which was named after Speaker Prospero Nograles' father, also violated the law because it was built without the authority of the City Council, a body which has the power to approve or disapprove the location where parks should be constructed. He added that public parks are usually named after government officials or persons who have contributed to the development of a certain area so the naming of the park should also be placed under scrutiny.

He said that all these aside, the Park was demolished because it was built on top of a canal which was impeding the flow of water in the area which was already prone to flooding.

Disability Not A Deterrent To This 4th Asean ParaGames Winner


Physical disability may hinder one's moves but definitely not one's spirit.

This was proven by Smith Billy Cartera, a 29-year old table tennis player from Davao City who won three bronze medals (doubles -Table Tennis) during the 4th ASEAN PARA Games held in Nakhon Ratchasima, Thailand from January 20 to 26 this year.

The Asean ParaGames, which was patterned after the Paralympics, is a a biannual event which is held after the Southeast Asian Games. What makes it unique, aside from the fact that all players come from Southeast Asia, is that all the athletes have physical disabilities.

Cartera, who is a first year computer engineering student at the Holy Cross of Davao College, started as a "Basketball on Wheels" player. However, he started practising for the Para Games two years ago under the supervision and support of the Association of Differently Abled Persons (ADAP) Davao Chapter.

Cartera manipulated his wheelchair proudly as he went inside the SP Session Hall last Tuesday to present his medals to the councilors who were so proud of him they pooled P18,000 and gave it to Cartera there and then. Barangay Captain Paolo Duterte also gave P30,000 to Cartera .

He was not always on a wheelchair though. Cartera, who has a one-year old daughter, said he got operated for spinal tumor when he was just 18 years old. It resulted to the weakening of his knees until he could no longer walk and needed a wheelchair in his daily activites.

A lesser man would have given up hope. Not Smith Billy Cartera who has won and who continues to dream on...
